Palmer name the frequency at which each headroom figure was taken, and the two differ by 7 dB. A transformer saturates at a flux that rises as frequency falls, so the 20 Hz figure is the one that matters for a bass guitar and the 1 kHz figure is the one that looks better. Most makers publish only the larger number without naming the frequency at all.
