Google lists 'USB Type-C 3.2' under Buttons and ports and stops there — no gen, no current. 4.5 W is the USB Type-C Default level for a single-lane USB 3.2 port (900 mA at 5 V), i.e. a lower bound derived from the published port version. The same line appears verbatim on the Pixel 9 spec sheet.
Production Warning
The cable in the box is USB 2.0 by Google's own spec sheet. It carries power and audio fine, but it is not the cable to blame or to trust when diagnosing a data-rate problem.
