Almost no manufacturer separates these two, and Sennheiser is right to: the source is connected to the cable, not to the transducer, so 18 Ω is the load that matters and 16 Ω is a property of the driver alone. The two ohms of difference are the cable's series resistance. We store 18 Ω. The reason to record the claim is the opposite case — when another brand prints a single low number, you now have no way to tell which of the two it is, and the difference lands exactly where low-impedance in-ears are already sensitive to source output impedance.
