It works, by one decibel.

The PodMic is published at −57 dBV/Pa — two decibels hotter than an SM7B. At 85 dB SPL that is −63.78 dBu. The Scarlett Solo 3rd Gen clips at +9 dBu, so reaching −18 dBFS needs 9 − 18 + 63.78 = 55 dB. The card has 56. One decibel of margin, with the knob at the stop.

That is why the search box completes itself with the word quiet. Nothing is broken; the chain simply has no reserve, and reserve is what gets consumed by everything you do afterwards:

Doubling the distance from the capsule costs about 6 dB. Moving from 15 cm to 30 cm therefore costs six times the entire margin of this pair.

The pearl: the 4th Gen Solo does not buy you the 13 dB it advertises. Its gain rises from 56 to 69 dB, but its clipping point also rises from +9 to +14 dBu, and a higher clipping point demands more gain to reach the same recorded level. The PodMic on a Solo 4th Gen needs 60 dB and has 69 — a margin of 9 dB, not 14. The upgrade is worth 8 dB, not 13, and no specification sheet subtracts those two numbers for you.
