FetHead or FetHead Phantom for a Rode Procaster? 27 dB against 18 dB, and why it changes nothing here
The Procaster needs 55 dB and the Studio 24c stops at 50 — a five-decibel shortfall a booster closes. Both FetHeads close it. The nine decibels between them buy something the Procaster will never use.

Short answer: take the plain FetHead. Both work, but the Phantom version is paying 9 dB for a feature this microphone cannot use.
The Rode Procaster is a moving-coil broadcast microphone at −56 dBV/Pa. At 85 dB SPL that is about −62.8 dBu on the cable. The PreSonus Studio 24c clips at +10 dBu, so reaching −18 dBFS asks for 55 dB of gain. The 24c publishes 50 dB. Bare, the chain is 5 dB short — the knob ends and the take sits low.
Now add a booster and watch the requirement collapse:

Both land. The plain FetHead lands further from the preamp's noisy top end, and that is the only audible difference between them in this chain.
The gem, and it is a buying rule. The 9 dB the Phantom version gives up buys exactly one thing: the ability to pass phantom power through to the microphone. The Procaster is dynamic. It needs no phantom power, will never need phantom power, and cannot be harmed by its absence. You would be paying more for a feature that is, for this microphone, unreachable — and taking a 9 dB gain cut to do it. The two FetHeads are not a good/better pair; they are a fork in the road, and which branch you want is decided entirely by whether the microphone in front needs power.
One thing about this interface. The 24c's 50 dB is the lowest maximum gain in this catalogue's interface list, and the Procaster is not an unusual microphone — a −56 dBV dynamic is ordinary. If you are still choosing the interface, an Audient iD4 mkII at 58 dB or a MOTU M4 at 60 dB removes the booster from the shopping list entirely, and the difference in price is roughly the price of the FetHead.
