Neumann TLM 103 through a Cloudlifter CL-2: why the condenser stays silent with +48 V switched on
The +48 V light is on, the cables are right, and nothing comes through. A Cloudlifter eats phantom power and passes none of it forward — so the microphone in front of it is unpowered no matter what the interface does.

Short answer: this chain cannot work, and the fault is not the interface, the cable, or the microphone.
A Cloudlifter is a JFET booster with no power supply of its own. It draws its operating current from the +48 V the interface sends up the line, and it terminates that supply inside itself. Nothing arrives at the XLR input where your microphone is plugged in. A dynamic microphone in front of one does not care — it needs no power. A TLM 103 needs phantom power to run its impedance converter, gets none, and produces no signal at all. Not a quiet signal. Silence.
The diagnostic is inverted, which is why this costs people a weekend: the +48 V indicator on the Scarlett is lit and is telling the truth. Power is leaving the interface. It just is not arriving anywhere useful.
The number that makes this worse. At a normal speaking level of 85 dB SPL, the TLM 103's −32.5 dBV/Pa sensitivity puts about −39.3 dBu on the cable. To land at −18 dBFS on a converter that clips at +16 dBu, the preamp has to supply 37 dB. The Scarlett 2i2 4th gen offers 69 dB. The booster was solving a problem this chain never had — there were 32 dB of unused gain sitting on the knob.
The gem. Inline boosters are sold as a general upgrade, and they are not: they are a fix for one specific fault, a low-output moving-coil microphone on a preamp that runs out. Put one in front of a condenser and the best possible outcome is that it does nothing while adding its own noise; the usual outcome, as here, is total silence. If you want a booster in front of a condenser anyway — for a ribbon-style workflow, or because your preamp is genuinely noisy at the top — the only device in this catalogue that lets you is the Triton FetHead Phantom, and it charges 9 dB of gain for the privilege.
What to do: take the CL-2 out of the chain. One XLR cable, +48 V on, gain around 37 dB. If you want the CL-2 to earn its price, put a PodMic or an SM57 in front of it on a weaker interface — that is the job it was built for.
