15 W is not a measurement: it is the floor Intel requires of a certified Thunderbolt 4 port. Apple states the three rear ports are Thunderbolt 4, so they cannot legally offer less. Careful with the front, though — the two front ports are plain USB-C at USB 3 (10 Gb/s), a different power tier that Apple does not quantify. If an interface is marginal, use the back.
